I can’t even do it with a /w as it says invalid name…
have Blizz removed it from game?
If so why as it means I can’t continue a discussion with a team mate after game usless they accept my friend invite…

Yes, believe you have to be friends in order to whisper.
Welcome to Overwatch. Over the past 3 years the devs have been hard at work to minimize interactions with your fellow players. Want to form groups? Can’t do that. Want so see which heroes people play? Nope, sorry. And simply talking to anyone? Better make sure they were your friends to begin with…
My 2 cents worth -
Give players the option to switch it on or off in settings like the Profile view, don’t ban all players from whispering just causa a few toxic whispers hurt some soft souls feelings… 
That’s never been in the game to begin with. And with good reason. Nothing good can come from being able to whisper anyone at will. I doubt it will be used much to congratulate people after the match.
Preferring not to be annoyed by people “discussing” after the game has nothing to do with soft feelings.
I bet you’re on “appear offline” or “busy” status on bnet, iirc they both prevent you from doing a few things with chat.

Then your best bet is to open a ticket about it, a GM will probably be able to help you.
I think they changed it so you only can whisper those on your friendlist.
I noticed it when someone was being super toxic towards the team and in the heat of the moment i said something stupid back to a. And immediately felt bad and wanted to apologise but I couldn’t. Tried adding the dude so i could give my bloody apology but he never accepted
