Pharah has been readjusted, so more direct damage but less from the splash aoe. It’s only a buff for players with good accuracy, otherwise it’s a nerf if you miss every single shot.
Torbjorn isn’t buffed per say, but reworked. We actually won’t know for sure how well he’ll function once it goes live (outside of the ptr). Like Symmetra had the rework, it could make Torb just as viable.

Not really true. Due to the faster rate of fire, even if you don’t hit any direct rockets at all your overall DPS is pretty much the same (88 vs 86 DPS, and 75 vs 70 if you include reload times).
You actually only need to land 1 or 2 directs per clip to have higher DPS with the new Phara and even the worst Pharas should be able to pull that off.
If you hit a lot of directs you’ll get a pretty significant DPS boost from those changes.
On top of that you have the cooldown reduction from 12 to 9 on the concussive blast which is quite a big deal.
So overall those changes are a straight up buff for Phara, even for bad ones.

From what I hear Phara was actually quite dominant on console (harder for hit scan heroes to shoot her out of the sky).
And on the low ranks in PC (gold and below) she was also really strong already (same reason).
Jeff said in the developer update that it was their goal to make her weaker in those environments.
Not sure the current PTR changes will actually do that tho, for the reasons I pointed out in my post above.
True but even then that doesn’t mean much for anyone over gold, she wasn’t bad but she just really didn’t have much going for her. Add to that that Mercy was nerfed and then you get even less incentive to play her.
I think that they balanced her just right to make her just that bit more viable
Exactly what I was hoping for since a long time before I just started to play widow. Feels good to me.
I have no issue at getting hit by a rocket and die but what I hate is getting splashed like 3-6 times and then die. Since I could only as tracer avoid the splash dmg. Anyone else just gets 3-splashed.
I also think good pharas deserve a good hero, but not spamrah all over the place. Imho, it’s a good change.
Well I didn’t really say anything at all about the actual DPS output, I merely highlighted the facts in the patch notes and the intention of what the devs were aiming for. So you don’t need to aim your “not really true, I have numbers…” argument at me.

She’ll play like a true flanker, not a flying sniper, once PTR hits live. I like that. No more poking at the skybox against her (especially if she’s being healed) as a nirvana.
Heck, with how close she’ll have to be to be effective (where you can get the most direct hits), some projectile heroes like Hanzo, Zen, and Mei, might cause some problems for her. Should be fun.
