Judging by the fact that Blizzard has abandoned main development of the game in 2016 (after Nova Covert Ops Mission Pack), and ceased development entirely for things like coop mode, the game is not growing anymore and further improvements will not be made, and localization into a language is a large and costly task (voice all cinematics, NPCs), I highly doubt current company Blizzard Activision (unfortunately our friend Blizzard Entertainment is gone) will ever develop the current game.
