I assure you it is not fixed, because it’s still happening in late January 2022. I’ve just had to ‘fix’ it using the same methods described above
Same here! We are january 30th and I had to fix it too with the method above. But i uninstalled the game before coming here. If only i had known it was that simple… I was thinking it would solve the problem to completely uninstall the game but it didn’t. Now, i have to wait a couple of hours to install the game again… 
This issue is 99% not caused by Blizzard. Changing owner of the folder (and contents) is easy enough. They should just include it as a troubleshooting step though.
As this is affecting more than 1 player/user this can only be caused by blizzard. i do not know what the hell is wrong with those guys but this is some crazy lazy incompetence shit going on here. every hobby develeoper could do better.
