When ever i tried to start starcraft 2, i always get this message, "error there is a temporary outage of the Battle.net service. please try again later. ok" why is that and how to fix this problem?

there is a temporary outage of the Battle.net service. please try again later.
ok” why is that and how to fix this problem??
