Arclight Surge does not complete once the various bosses are defeated.
Gold is not allocated upon completion, however, it is allocated once you have logged off and back into the game.
I completed one of the encounters a second time and was allocated gold again.

After finishing missions and relogging, i can do them again and get rewards. Tried 2 times.

Announcement of Westfall and Winterspring Surges , only Winterspring Surge manifestated itself ie there is no Westfall Surge.
Completed Westfall on Heroic , Winterspring not yet.
I also have a bug with the Gnomeregan Dungeon, it bugged out after last boss: finished Dungeon, lost connection, recieved blue energy thingie but not Upgrades when logging in again, now the Dungeon is stuck on ‘Resume Dungeon, - Claim Reward - Problem Claiming Reward’
