I can’t download Warcraft Rumble in Belgium, which is fine for me, I don’t care about your pay 2 win gambling games on my phone. Yet, I really would like to have the pet and Feat of Strength.
Is it possible to just give it to me anyway because of you being greedy as fuck and rather put money from your gambling service or whatever obnoxious system you introduced in that game over your Belgian, Dutch and other countries that being excluded ?

I have been in contact with the Belgian Gambling Commision regarding the Play store availability. They said they’d get back to me in detail, but for now they could already tell me that the report they published a few years ago is still valid, and thus they still consider lootboxes as a form of gambling / a game of chance.
After having seen gameplay, the tomes are essentially lootboxes, even though they offer XP. It is a random draw purchased by gold which is purchased by money. Same with the GRID system for minis, again this is random. Even with published rates, these should not be offered to minors. Since Blizzard is not a Belgian company, they cannot benefit from the age restriction system on gambling sites and so they must fully restrict access. It is seemingly easier for companies to fully block access, than to remove the elements for sale from their game and let players enjoy the rest of the game. This was done for Overwatch, but likely because this was easy and the game was already out and sold.
I would once again like to ask Blizzard, and in particular their legal team, to get into contact with the Belgian Gambling Commision. It is my understand the game can be offered if the offering elements are removed. I do not think Belgian gamers would be much upset if you did not offer tomes or minis for money, and even restricted the sale of gold. We can buy minis and tomes just fine with ingame earned gold. This is not considered gambling at that point. There are undoubtedly many F2P players, as games like these are most often carried by a small group of whales. Excluding an entire country simply because they will not become paying customers is insulting.
There are also technical solutions that could still warrant the sale of gold, namely mark this gold in such a way that it cannot be spent on the gambling elements but can be used for boosts. It would take some development work but it would result in increased sales. If legal clears up the roadblocks, and the development team works on this, there would be no more reason to block the game. I really hope this will be taken into consideration. The hurdles to be compliant with the law aren’t that big, and while we are a small country, we have a very active gaming community across many Blizzard games, so the word of mount and community building are, in my own experience, very much worth it.
