100% CPU usage 8700k

I have noticed today, partly because the heat bellowing out from my computer, that my CPU is running at 100%. Out of game it idles at around 2%, other games I can run on max settings without even being close to bottleknecking. Its not even when in game, just being at the character screen is enough to set it off. Any ideas on how to fix this?

Even with all settings disabled, turned down to lowest, including resolution scale and fps to 8, still 100% CPU usage.

Enable Vsync in game.

Do you have your Windows up to date? Some people said updating windows solved that problem for them.

Apparently there was something running called TriggerModeMonitor, Killing that instantly sorted the CPU usage back down to 15%

Triggermodemonitor is related to the MSI Gaming APP.
