Sweet, back to farming Legion for those paragon mounts.
My prediction is the last Wednesday of September, but there is no reason to suspect a rep buff prevents a prepatch. If anything they would probably want the 100% rep buff for returning pre-patch players to make sure they stick around outside of pre-patch content.
