    • Restoration
      • Rejuvenation healing increased by 12%. Does not affect PvP combat.
  • Evoker
    • Preservation
    • Developers’ notes: Preservation has been underutilized lately, in part due to the range restrictions of the specialization. To help compensate for that, we’re increasing the healing and defensiveness of Preservation so they can traverse the battlefield more easily and safely.
      • Time of Need clone’s overall healing increased by 100%. Time of Need clone’s Living Flame healing increased by 16%.
      • Live-Giver’s Flame heals for 40/80% of damage done (was 35/70%).
      • Inherent Resistance reduces magic damage taken by 4/8% (was 2/4%) for Preservation Evoker.
      • Attuned to the Dream increases healing done and received by 3/6% (was 2/4%) for Preservation Evoker.
  • Hunter
    • Marksmanship
      • All damage dealt by you and your pets abilities increased by 3%.
    • Survival
      • All damage dealt by you and your pets abilities increased by 3%.
  • Mage
    • Frost
      • Flurry damage increased by 25%.

      • Sheilun’s Gift healing increased by 6%.

      • Expel Harm healing increased by 6%.

      • Eviscerate damage reduced by 6%. Does not affect PvP combat.
  • Shaman

      • All damage increased by 3%. Does not affect PvP combat.

Dungeons

  • Black Rook Hold
    • Addressed an issue where Amalgam of Souls can trigger 2 soul burst simultaneously if the last Restless Soul is absorbed at 15% Health.
  • Dawn of the Infinite: Galakrond’s Fall
    • Addressed a Blight of Galakrond issue where Blight Seep left behind by a previous enemy will stop inflicting damage when the enemy is no longer in combat.

Players versus Player

  • Fixed an issue that caused Light’s Protection, Soulburn: Drain Life, Icy Feet’s lockout effect, Master of the Elements, and Fury of Elune to be vulnerable to enemy purge effects.
  • Demon Hunter
    • Havoc
      • Demon Hide (talent) physical damage reduction is now 3% (was 5%).
      • Scars of Suffering (talent) Versatility bonus reduced to 2% (was 4%).
      • Illidari Knowledge (talent) Magic damage reduction is now 3% (was 5%).
      • Will of the Illidari (talent) max health bonus reduced to 3% (was 5%).
      • Essence Break (talent) damage bonus for Chaos Strike/Blade Dance reduced to 40% (was 50%).
      • Resolved an issue that prevented the 50% PvP reduction to the Throw Glaive cast by Screaming Torchfiend’s Brutality (2-piece) from being applied.
  • Druid
    • Adaptive Swarm can no longer be cast during arena or battleground preparation.
    • Fixed an issue that caused the Well-Honed Instincts debuff to not clear upon the start of a PvP match.
    • Feral
      • Frenzied Regeneration is no longer reduced by 37.5% for Feral and Balance Druids in PvP combat. Restoration druids’ Frenzied Regeneration remains reduced by 50% in PvP combat.
      • Wild Attunement no longer activates when Cyclone is cast on an immune target.
    • Restoration
      • Fixed an issue that caused Reforestation stacks to persist past the starting room in PvP instances.
      • Fixed an issue that caused Reactive Resin to apply to the Restoration Druid if heal over time effects were dispelled after being spell stolen.
  • Hunter
    • Beast Mastery
      • Kill Shot damage increased by 25% in PvP (was 10%).
    • Survival
      • Raptor Strike damage increased by 5% in PvP (was 11% reduced).
      • Mongoose Bite damage increased by 5% in PvP (was 11% reduced).
  • Mage
    • Ring of Fire (PvP Talent) now deals 18% of its target’s health over 6 seconds (was 24%).
    • Arcane
      • Prismatic Barrier now reduces magic damage taken by 10% (was 15%) and reduces the duration of incoming magic effects by 15% (was 25%) in PvP combat.
    • Fire
      • Fevered Incantation now increases Critical Strike damage by 1% (was 2%) per stack in PvP combat.
      • Meteor’s damage increased by 30% (was 11%) in PvP combat.
      • Fireball’s damage increased by 35% (was 18%) in PvP combat.
      • Scorch damage increased by 300% (was 200%) in PvP combat.
      • Fire Blast damage is now reduced by 8% (was 14%) in PvP combat.
      • Living Bomb damage increased by 800% (was 440%) in PvP combat.
  • Monk
    • Mistweaver
      • Vivify healing decreased by 10% (was 20%) in PvP combat.
      • Invigorating Mist healing increased by 12% in PvP combat.
      • Soothing Mist healing increased by 15% in PvP combat.

      • Denounce (PvP talent) damage increased by 70%.

      • Float Like a Butterfly (talent) effectiveness is now reduced by 50% in PvP combat.
      • Precision Shot (talent) damage reduction is now 3% (was 5%) in PvP combat.
      • Take Your Cut (PvP talent) haste granted reduced to 10% (was 15%) and duration reduced to 10 seconds (was 12 seconds).
  • Shaman
    • Enhancement
      • Healing Surge healing is now increased by 25% in PvP combat.
  • Warlock
    • Soulburn: Demonic Circle now lasts 4 seconds in PvP Combat (was 6 seconds).
    • Soulburn: Demonic Circle now increases movement speed by 30% in PvP combat (was 50%).
    • Call Observer health reduced to 6% of Warlock’s health (was 8%) and Laserbeam damage reduced to 8% of enemy health (was 10%).
    • Destruction
      • Flame Rift damage from the Amirdrassil 4-piece set bonus is now reduced by 30% in PvP combat.
  • Warrior
    • Cacophonous Roar damage threshold is increased by 100% (was 200%) in PvP combat.
    • Arms
      • Execute damage increased by 25% in PvP (was 15%).
    • Fury
      • Execute damage increased by 65% in PvP (was 50%).

Dungeons

  • Afflicted cast time increased to 12 seconds (was 10 seconds).
  • Incorporeal now spawns closer to the group’s general location.
    • Developers’ notes: The changes above were originally intended for Dragonflight Season 4, but we decided we’d prefer to have players to experience them sooner.
  • Addressed an issue where Afflicted Cry’s debuff duration was increased by 2 seconds instead of its cast time.

Items

  • Fixed an issue that could cause raid bosses to not drop tier tokens as expected.
  • Fixed an issue where items from the Cache of Overblooming Treasures awarded from the Superbloom were dropping at a lower item level and upgrade track than intended.
  • Fixed a bug that prevented some mounts, such as the Auspicious Arborwyrm or the mounts associated with the Dragonflight achievement A World Awoken, from being accessible to players who previously earned them.
  • Fixed a bug that caused some gear to unintentionally become as powerful as it will be when Season 4 starts.
    • Developers’ notes: We’ve set these pieces back to their Season 3 item levels for the remainder of Season 3.

Transmogrification

  • Players can now view the Plunderlord’s Finery Transmog Set on their retail characters as they work towards earning all the pieces during the Plunderstorm event.

Plunderstorm

  • Player matchmaking ratings (MMR) have been adjusted so that players should find themselves in better matches with continued play.
  • Fixed a bug that caused plunder dropped by players on death to unintentionally despawn when the killed player left the match.
  • Players are now immune to knockbacks when standing near Da’kash Grimledger in the preparation area.
  • Adjusted experience gained when playing Duos and fixed a bug that was increasing experience gain at level 3.
  • Fire Whirl Movement speed bonus reduced to 70% across all ranks (was 140%).
    • Developers’ notes: Our goal is to balance Fire Whirl’s effectiveness relative to the performance of other offensive spells without detracting from the effectiveness of other utility spells.
  • Star Bomb cast time reduced to 2 seconds across all ranks (was 2.25 seconds).
    • Developers’ notes: We’d like to improve the effectiveness of this ability.
  • Toxic Smackerel cooldown reduced at ranks 1, 2, and 3. Rank 4 unchanged.
    • Developers’ note: This is intended to ensure this ability is more in-line with expected power at early levels.
  • Explosive Caltrops trap radius increased by 40%.
    • Developers’ notes: The traps placed by Explosive Caltrops are intended to counter close-range aggression, but this felt a bit inconsistent because the traps were smaller than intended.
  • Lightning Bulwark channel time increased to 2 seconds (was 1.25 seconds).
    • Developers’ notes: Our goal here is to extend the potential window for counter play opportunities.

But what about retail? Any class tuning things going on?

Patch notes would be actually more useful if it also included crash related fixes and stability improvements.

    • Holy
      • Resolved an issue causing Lightwell to be able to use its healing charges on allies that are in immunity effects such as Cyclone.
      • Resolved an issue causing Lightwell to sometimes despawn the Priest’s Shadowfiend when used.

World

  • Forbidden Reach
    • A Forbidden Hoard that was inadvertently inaccessible due to having fallen through the floor has been moved to an accessible spot.

Plunderstorm

  • Plunder contained in dropped piles of Plunder increased by 50% in Solos matches.
  • Reviving a teammate now takes 10 seconds (was 15 seconds).
  • Health Brew cooldown for a revived player reduced to 10 seconds (was 15 seconds).
  • Adjusted the in-match leveling curve to increase the rate at which you level up to 7. Decreased the rate at which you level to 8, 9, and 10.
    • Developers’ notes: Many games have ended with larger player-level differences than we’d prefer. Considering the many playstyles we’ve seen in Plunderstorm, we want to help narrow the gap later in the game.
  • Earthbreaker now grants the caster immunity to crowd control spells while casting.
  • Faeform no longer provides any damage reduction.
  • Hunter’s Chains’ missile now moves significantly faster.
  • Fire Whirl damage reduced by 20%.
    • Developers’ notes: we want to reign in Fire Whirl’s damage a bit more, so that it’s close to the performance of other offensive spells.
  • Rime Arrow cooldown increased at higher ranks, and now has a cooldown of 10/8.5/7/5.5 seconds (was 10/8/6/4 seconds).
    • Developers’ notes: Rime Arrow’s short cooldown made it a too-low-risk poke, often used to deny healing and chase fleeing targets. Increasing the cooldown at higher ranks will give targets more chances to act against Rime Arrow.

Achievements

  • Fixed bugs causing mounts related to A World Awoken to be unavailable, including Bestowed Ottuk Vanguard, Bestowed Trawling Mammoth, Bestowed Thunderspine Packleader, Bestowed Sandskimmer, Bestowed Ohuna Spotter, Coralscale Salamanther, Stormtouched Bruffalon, and Taivan.

Player versus Player

  • Fixed an issue that prevented Splintered Sparks of Dreams from dropping from PvP sources while eligible for catch-up.

Plunderstorm

  • The Storm’s fury swells! Lightning strikes during the final stage of the Storm are faster and more dangerous than before.
  • There is now a delay of 20 seconds after being revived where players no longer drop collected Plunder.
  • Additional enemies now spawn at Witherbark Village, the wild area northeast of Go’Shek Farm, and the wild area between Witherbark Village and Boulderfist Hall.
  • Fixed an issue where swapping back to default sword and gun appearances were not saving correctly.
  • Fixed an issue so that now, picking up an additional rank 2 spell while the same rank 2 spell is equipped properly grants the rank 4 version of the spell.
  • The Captain’s Orders quest “X Marks the Spot” now requires 1 item to be picked up (was 2 items).

it looks like Coralscale Salamanther still not working. I got an achievement but i still don’t have a mount in collection. I also still don’t have Grotto Netherwing Drake: Black Scales.

      • Fixed an issue where Time of Need functioned incorrectly and could stop casting Living Flame when the Evoker had a high amount of Haste.

Mounts

  • Fixed a bug preventing players from seeing their properly earned Coralscale Salamanther upon login. The mount will be mailed to players who previously completed the Into the Storm

Plunderstorm

  • The Plunderlord’s Silver Cutlass weapon option should now be selectable from Da’kash Grimledger in Brew Bay for players at or above Renown 36.
  • Goblin Glue Rockets can no longer apply snares to players in Faeform, casting Repel, or casting Earthbreaker.
  • Any Keg Leg’s Crew Renown rewards that were not granted to players of the appropriate Renown levels are now retroactively granted.
  • Added a Kill Counter to the in-game user interface. Kills are now counted next to Plunder Collected.
  • Fixed a bug that caused Earthbreaker’s range and visual sizes to be inconsistent.
    • Developers’ notes: The effective range of Earthbreaker has not been changed. This fix makes its visuals appear to be about the same size as the spell effect.

I’m apparently still missing my Pepe. Not sure which other rewards haven’t been granted, but Pepe still seems to be AWOL.

    • The shield value is now split between affected players.
  • Fixed an issue where the following trinkets were dropping at an incorrect item level:
    • Globe of Jagged Ice
    • Granyth’s Enduring Scale

Noblegarden

(B) You are STILL not tuning the dungeons ! Its uber late now… but why did you wait months to do it? Why did M+ tuning coincidentally stop when MDI started? And when MDI ended, we all expected a mega-tuning bonanza and instead we got nothing… and Plunderstorm… Jesus ! Way to cut short S3 M+ OMG…

Will this continue in S4? Will we have to wait 1 week before WW to get the dungeon tuning in S4? With 500k runs per week you need months of data to tune stuff ? What is your beef here…

(C) Im so tired of seeing plunderstorm and SoD tuning all the time. You guys WANT me to play SoD or something? What is going on !
