this is literally the intention.
guild halls are not supposed to be efficient for your character progression, as outlined above.
it is supposed to be a hangout with a few fun elements for the occasional guild meeting you will find yourself in.
this is where you hang out while your guild sits on discord and talks about things before or after a raid, or when it has to restructure, or what have you.
you are not SUPPOSED to hang out in the guild hall more than the open world - its by design.
the guild bank pays for whatever gets put in the hall.
its up to the guild master to figure out whats fair in that regard.
if he imposes a mandatory tax or a quota, you can leave and find a guild that doesn’t look to exploit its members in that manner.
we can also just forget about the whole thing tbh.

but if the choice is between guild halls and player housing, there is only 1 true choice, and it doesn’t involve the terms “player” and “housing”.
