It’s like it for 14 years (because arenas were introduced in TBC). It’s nothing new.
I’m not sure what you ultimately hope to accomplish, arguing on the forums that players should not expect the game to be balanced?
Because you shouldn’t. It was balanced once - S15 but PvP and PvE had different gearing etc. Since then it’s not the case.

Then it was never balanced.
First you have to define what balance truly is. Is it when the pace is slow? Is it when it’s fast? Is it when you get more drawn games by reaching 100% dampening and nothing dies when nobody makes any mistake, and people can only win when someone makes a mistake? Is it when every comp is able to play up to a certain rating?
What counts as truly “balanced”? Is it when everyone gets the exact same abilities with everyone doing the exact same amount of damage & healing?
Historically speaking, then the game has never been balanced. You’ve always had a varying degree of disparity between the strongest, stronger, strong, weak, weaker and weakest.
My personal ideal of “balance” would be when the difference between the strongest and the weakest isn’t too big. But then you have seasons in the game where literally just one class or just one comp dominates everything, and then you get one where something else dominates everything, which is completely opposite of that ideal. The weakest becomes too weak, and the strongest becomes too strong. That’s the problem which is becoming more and more prevalent.
And these things have ripple effects. If something is tuned to be too strong, it can become impossible (regardless of “skill”) to even win, when the weaker ones are too weak.
Also, right now with the way the gearing works, some classes and specs can only play certain comps with a high enough ilvl for it. So before they reach that ilvl, they’re forced to play the meta for their class, or they’ll never get the ilvl to play “off-meta” or whatever u wanna call it.

That is more related to the pacing of the game not balance itself. And game pace is a very subjective thing. Especially since most people can’t have constructive discussion on this topic, and the pacing is either too fast or to slow, we can’t have a middle ground and compromises don’t exist.

I think most people can agree, that is a good definition for balance, and it’s a realistic thing which can be achieved. Class performance will fluctuate slightly between different skill brackets and as people get more geared and classes scale differently. But those factors are relatively minor now, compared to past expansions simply because classes make such a big difference.
We never had such a huge difference between classes as this season. Currently the top 4 classes are sitting around 10-22% representation while bottom 4 are sitting at 1-3%. Compare that to BFA top 4 had 10-14% and bottom 4 had 6-7%.
In the past the best class had 2 time more representation than the worst class, now the difference is 10 times.
I don’t want to reroll, I’m thinking about quiting wow. It’s been allready almost 3 months and blizzard don’t give AF about players, there are 40x more disc priest/h pally and resto shammy than druids or monks. F this game im out.
I feel you, I quitted.
The class felt already underwhelming (even if with really fun and dynamic gameplay) and the dampening changes gave it a final blow.
Once I reached the same rating I had the last time I played retail I realized I would have to start the grind to get better but that kind of grind gets you frustrated a lot faster when the spec you love is not performing properly.
If the meta will switch or some buffs will happen I might test it again otherwise I’ll just play something else (enjoying Outward right now).
