Yes, absolutely. It is most realistic depiction of the spec. Because such approach as - “well if only you had buff/specific trait/essence/enchant/tank and raid playing around your cds” is pointless in real world performance. Because 90% of you time, you will spend in low-mid keys, world leveling, normal raids. And in such conditions Arcana is easily outperform fire. My 421 barely geared up Arcane char is easily outperforming ANY fire spec char at 1-9 keys, that i meet, so far. Its kinda depressing really, i would prefer to play fire myself, but all fire spec chars that i meet is barely keeping up with my char.

Noone is interested in just staying sub +10 keys or just normal raiding. If someone wants to know how a specc performs, than ofc with the right gear, the right talents and not the in between process of gearing/leveling which is only a very short peroid of time.
I checked your normal logs from yesterday. You have absolutely no clue what you re doing. Wrong talents, wrong playstyle and bottom of the pack.
The only reason you think you outperform any other magespecc is because you’re only doing content where most people have no clue what they’re doing and you gettin through dungeons with brainless AE spamming.
You should never advice other mages just by your clueless, subjective opinion.
For raiding Fire is gonna be much better, but you’re probably better off playing frost until you get geared on fire.
For M+ fire is better, but has a much higher skill cap and i would recommend frost for ease of use, and then you can try and transition into fire after some time.
Much higher skill cap? Mhm, wrong wording if you ask me.
They are just 100% dependant on traits and Combustion windows (and thus whether your tank pulls accordingly or not). Keeping your rotation straight for 8 seconds every 3 (?) minutes, well that requires an insane amount of skills.
In pugs they never seem to positively surprise me. Frost is just a bit more of an allrounder, not (or at least less) dependant on the pull sizes or timings.
I am not gonna go too much into why, i have played both frost and fire to 2.2k-2.3k score, and i can tell you 100% fire is much higher skill cap than frost.
You are dependant on traits, essence and gear, but that does not go into skill cap of a spec imo.
First off you gotta keep your rotation straight for 12 seconds if you include setup, outside of that you need to pool ressource 10 seconds in advance, you gotta set it up so that you don’t have to move, and you need to do around 120 meaningful apm for that duration, and even more with BL. You also have <0.5s decisions to make during that to optimize damage.
That is more than enough to make it harder than frost, and that is not even mentioning BM management, swith execute and just the sheer planning you need to utilize fire properly, especially in M+.
By comparison as frost you don’t even need to save icy veins, if you mess up your icy veins you lose almost nothing and the rotation is braindead simple.
edit: forgot to mention, how much you also add onto the skillcap by introducing double on use, making the pre planning closer to 20 sec.
edit 2: Combust is 2 min CD, sounds like you have never played it
