I wouldn’t count on that. Blizzard pretty much removed the ability for casual players to switch arena teams and removed large part of the incetives for doing casual arena games. With it they also removed pretty much the only reason these players had to do BGs. I would expect this to have a much larger impact on the amount of alliance players doing pvp than the amount of horde players doing pvp.
I guess you didn’t bother playing during the prepatch when any half serious pvper made sure to farm as much honor as possible while we had double honor gains (and 10x the first day)?

I’m all for solutions I am up for disabling both faction racials it would be for the best overall play what you want not to your advantage.
Play a game between horde/horde is something I can’t support unless there is warmode implemented because if the faction balance is not fixed I would rather the current queue system to remain.
Server balance is a bigger issue than the queue system
That won’t solve the actual problem, only one of the many symptoms. The problem is the significant unbalance in the horde/alliance ratio, and how much the players of those factions care about battlegrounds. Any real solution would either make more people play alliance and/or make BGs attractive to join for casual alliance pvp players. Racials or merc mode won’t do any of that, and it could potentially make the horde/alliance worse than it is on many servers.
I’m well aware that I don’t care about arenas, and I have stated that on these forums on several occasions. You may even say I’m part of the horde queue problems since I play alliance, but haven’t joined a single BG since TBC classic released. I also doubt I will in the coming months unless blizzard gives me a reason to do them. I also don’t reroll to fotm classes/races, unlike what the op appears to have done.
I’m just about to do an arcatraz run to help a few friends who just hit 70 with their karazhan attunement. We could have started 15-20 minutes ago, but the stone is unusable as alliance, so we had to wait for everyone to get here by themselves.
Mercenary mode for summoning stones when blizzard?
OFC you didn’t expercience it back then, because alliance were the one with a queue. I remember +20min WSG queue on my gnome back then and being very annoyed by this.

As it is right now, being alliance comes with many disavantages (save for the few realms, mostly pve, where they are the majority) and the one and only advantage they have is the shorter queue time.
Mercenary will increase their queue time, kill their only advantage and even make it a big disadvantage, as mercenaries are often less motivated/afk/trolling/undergeared because their “server reputation” is not at risk (I experience it first hand in retail).
Short queue time is one of the deciding factor for people to roll alliance and taking that away means that even less people will go alliance, making the balance even worse.
open world balance DOES matter in TBC, and this is way any change should be implemented if it can help it.
imo, for those reasons, the only solution is to enable free horde to alliance transfers, as it helps with both of those problems.
mercenary/horde v. horde will make the game worse and shouldn’t be implemented.
Keep making noise with the proper justifications to have a chance to be heard. Sucks that we’re banned from the pvp content as horde… it’s just unfathomable…
Waiting 1h20min 1h40min for a queue , getting inside vs pug group, lose in 5 minutes and get 1 mark and 40 honor.

My proposals, in order of preference are:
Free faction transfer from Horde to Ally.
Paid faction transfer.
Mercenary Mode.
