There are a lot of place where you can’t work from home, just because they can does not mean they should.
Working from home unless strictly controlled basically means people do pretto much nothing while pretending to work.

I don’t know about this Blizzard person, but I know of one person (in a different industry) who was sick with COVID was remotely attending meetings and working while clearly sounding stressed and ill. 
So not everyone is slacking.
In my own past experience in the office (pre-COVID), if someone within a team is responsible for important work on a strict deadline, and part of the team is away, the remaining team members work flat out to prioritise the essential work. 
If pay is based on specific work produced rather than time spent, the employer gets what they pay for and the employee can focus their effort. 
The only problem with that is if the work is frequently changed, so a cost for a number of changes must be factored into the quote, or a lot of time can be wasted re-doing the work, while people make up their minds what they really want.
