A simple relog may not be enough if you do it too quickly. I handled X quest yesterday, entered a BG, came out and the new one became available, so if the logout doesn’t work for you, leave the zone entirely, preferably for a few minutes. It’s obvious that the area has to zone or phase appropriately for certain parts of the quest chain, and quickly logging in/out won’t force that a lot of the time.
