Bugs would need to be reported in-game, or you can level a free starter edition character in the US region to post on the bug reporting forums there.

That said, given the limited impact this issue isn’t likely to get very high priority, and assuming the previous trend of rolling expansion content into the base version of the game over time, it will get resolved on it’s own eventually.
Ideally it will be fixed before that of course, but just trying to set a realistic expectation.
