You can report bugs in-game. If it got you to the forums you clicked on the wrong button.

There used to be an EU bug report forum but it got closed.
If you really want to report bugs in the US forums make a US trial account and create a character.

when I’m in party, start logging out, and party disbands or I leave, logout is canceled

This is bullshiite, there’s currently no way to report bugs in-game. If you can find out how, let me know…
