Can't use Faction / Server Change Tokens

Greetings, I bought faction change and when i click on the faction change token, and then select the character i want to faction change, nothing happens. It says “You’ll cutomize your character in the next step.”, but the next step never happens. Even if I let it sit for 19min20sec, nothing happens is this a skill issue or blizzard server prblems? ty
