Chromie get to Broken Isles

Yes it is a bug. Someone else had the same problem:

Introduction quest to Legion is broken

Just created a new character and selected Legion to be my first timeline to start leveling, but the only quest I got is “Legion: Onward to Adventure in the Broken Isles” and task is to “Travel to the Broken Isles”. Problem is there is no way to get there. Portal to Azuna is not usable, the initial quest in Ogrimmar is not there. How should I get to Broken Isles?

Are you playing Horde or Alliance?
