I think spellcasting works a bit like in Harry Potter, in that manifesting spells requires visualisation and that speaking the words simply helps to get the spell perfectly right and avoid potentially calamitous miscasts. However, if you know your spell well you technically don’t need words. This is why Khadgar sometimes speaks when casting (such as when locating Gul’dan) and sometimes not (when iceblocking Garona or destroying the dam).
