It is on at 23:00 Server if you are around now.
Well, I just did it about an hour ago…and even that time was about 15 minutes earlier then Wowhead eu stated. Luckily I logged back in 10 minutes before it was supposed to start!
Point being it shouldn’t be this difficult to pin down a big weekly feature.

I’m hopeful that in a future patch you can track when it will start on the map, and also on the faction level that you open from the minimap.
