I think OP wants the extra hearthstone to free up the regular hearthstone, as it would otherwise be locked down to the sanctum.
But theres ways around it to get additional ‘hearthstones’. If Necrolord, Emeni can be skilled to give you a hearth kidney stone you can put in any location to warp back to it.
Vulpera can do the same thing, marking a place to recall to. And their ‘marks’ persists through logouts.
I start in my covenant sanctum, pick up weeklies and calling, then use my portal to Oribos, do Vault, pick up weekly quest, pick up dungeon weeklies.
That is all fine and dandy until you start to spend your Stygia on one go on the conduit upgrader, since that you need to use on the altar where you do the Soulbinding ritual.
Of course there are alternatives like having multiple engineering tools/being a mage, but it is still kind of inconvenient and makes it feel like so it is just there to waste your time.
They should really make the upgrader accessible in bulk, that would help as well.
Hmm. Sure, I’ll tell ya what I know about her. Illidan Stormrage shattered her to pieces and I used those pieces on the fancy altar in the Vindicaar, along with the void naaru pieces I got with Alleria way back when the Legion decided to try our strength.

Sure, it would be cool, if the expanison’s main feature, the Covenant - wich in a sense like Dalaran or the Garrison - would have its own HS
But sadly, blizzard remain blizzard
Its more like the Order Halls rather than the Hub of an Xpac like Dalaran (in which case would be Oribos) or the point of strategic movement (garrison, given the player is leading all the forces active on Draenor that deal with the Iron horde as its commander/general)
Then why not make it an item?

So… don’t do that? Buy one, go back, upgrade. Do something else. Spend more Stygia next time you have HS available and have time to go to the Maw.
With that said, having to go back to the sanctum to upgrade conduits is stupid. Having a covenant HS wouldn’t help much you, though - you’d be able to go back faster one extra time. That’s like 4 minutes saved. Not a big deal to be honest.
The difference is, the Garrison and Dalaran hearthstones are separate items. The covenant Hearthstone is a toy like many other hearthstones. If it were a separate item, and would still take you to an inn, then yeah, that would be stupid. But it isn’t, and it works exactly like any other hearthstone toy.
Bagspace. I’d rather have it as a toy, and fly a few minutes extra every once in a while, rather than permanently carry an item around, just in case I need it. I do not carry neither the Dalaran nor the Garrison Hearthstones, before you ask. I optimize my routes so that I don’t need either. I do carry the Orgrimmar cloak though, so I can quickly turn WM on without going through multiple loading screens.
I miss the teleport ring tho’ from BfA, it was neat to have that and for a while it was actually decent piece of gear too
