Why is torghast mandatory?

I just wanna pvp , can some one explain to me why blizz think its neccery for me to grind torghast to stay relevent in the game ? Or actually maybe they dont want people like me to stay relevent in the game? I guess the real answear will be something like “some VP at activison wanted to see x Play time at least for each player” . But what do you think?
