The problem is that this automated system saves blizzard huge amounts of money. They don’t care about abuse because this abuse does not impact them economically.
Then we have this “derogatory comments” problem. It is all purely subjective which means that if a gm actually reviews the silencing, the outcome will be based upon whether that opinionated GM sides with the reporter.
At this point however, I think the GMs are actually told to always side with the reporter unless some extraordinary circumstances arise (terrorism, real life threats) which means less reviewing time for GMs which means they can close issues 10 times faster which means blizzard saves money. Basically blizzard wins hugely by giving everyone the right to be offended by anything. So this “abuse” that people speak about is actually completely proper use of the system.
But it is not all perfect. Because the system relies on subjective perceptions, a sort of feedback loop is created. Every time someone is silenced they will most likely take an oppositive stance and ramain in it because well, they have their own subjective view on the matter. However, these sileneced players have now been tought a valuable lesson. They now know that they have the right to be offended by anything and thus are more likely to start using the reporting system more excessively then ever before. Frankly, it may be the best and only way to vent the frustration that arises from discrepancies between the reporters and the reportées because everything else is prohibited. The number of people that actively report other players is most probably growing every day. Maybe it will take years but potentionally it will snowball to a point where so many people are silenced and frustrated that it will actually become an economic threat to blizzard.
