The extra quest will only pop up for the character that has completed the staff quest. Once that character does the extra quest the mount is unlocked. After that for every other alt to see or use the mount they are meant to complete the Rhapsody quest line only. I posted a wowhead link further up

Yes, I realised all that but the quest didn’t pop and I wondered if it was because I needed to have the staff in my bag or if, somehow, I hadn’t reached the end of the quest chain. I’ll have to investigate where I am in the chain.
I am pretty sure it will be account wide in 10.1.5, when dragonriding (dynamic flying) is allowed for old zones and available for more dragons.
No, you don’t need to have the staff in your bag/bank or carry/equip it.
The only requirement is that the char has completed the legendary staff questline before.
My friend had the legendary staff before, but sold/destroyed the staff years ago. And he can still get the new quests for the mount.

Ah, thank you. Yes Ananda’s the one who completed the legendary quest chain. She must’ve dropped a quest in DF somewhere. At least I know what I need to do now

Thought I would take a look at this on my Mage - she started it, but stopped years ago so thought to re-start it and on my!
I’m at the !Delegation quest were you pop into Firelands raid … didn’t read it properly and 1-shotted stuff … there are some mechanics you need to get right, you get 2 goes a week (normal/heroic) and in my case will have to wait till next week to try again

Well here is my update as promised. Completed the entire quest chain on my mage who originally had the staff . Received Teracgosa’s Visage and learnt it and said it was added to my mount journal. However it does not show up in my mount journal. Logged out and back in and it finally showed up (panic moment there).
Unfortunately my other alt’s who have completed the Blue questline CAN NOT see the mount in my mount journal. So it appears wowheads is incorrect and that you have to physically have completed the staff quest on those alts too before being able to see the mount. Such a shame really and hopefully this does get fixed.
Edit: Was discussing this with some guildies and they reckon this is not going to be fixed to be account wide, meaning alts who have not done the Staff chain quest wont be able to use the mount. Reason being it will be counted as a character specific mount much like the class specific mounts and faction specific mounts. Lets see what the dev’s will say if they ever respond.
