The only thing how that could work, if in “his Horde” every other races are the servants and slaves of the Sin’dorei
But that wouldn’t be a “Horde” per se, it would be a new Kingdom of Quel’Thalas built on the bones of the defeted and enslaved, a warmachine fuelled by the blood of the sacrificed
Not hat it would be a bad thing you see, just not a “Horde”
Especially paired with the Kingdom of Suramar

He has some morbid love for the Troll people, so i dont believe it would be an Elven Empire, more like a band of litte monsters.
