On the Beta anyone can fly in BfA zones. Meaning they’ll very likely remove the Pathfinder requirement. The fact they’re keeping BfA as default leveling expansion suggests so too.
You’ll probably still need proper achievments to unlock flying in SL zones and Zereth Mortis.
