Killing machine makes no sense in PVP

I don’t understand the purpose of Killing Machine procs at this point in PVP.
The procs deal almost the same damage as non procs hits in pvp because its damage with procs are nerfed by 75% less damage.
is this just me or is this bad design: when procs of an ability do almost the same thing as the ability without it and it also uses runes, Obli is not free to use.

If i crit with Obliterate it deals more damage than a killing machine crit.
