It appears to claimable after a couple hours at any Capital city innkeeper or the BB Landro Longshot promo NPC.
Try again later if you don’t see it at the innkeeper yet, also it must be claimed at the original upgraded CE game license (E.g. WoW1 upgraded with CE WOTLK, WoW1 WOTLK Classic claim)
