I dont think its a Overtuning thing, In legion Heroic raiders and more had ALOT more reason to be doing Weekly LFRS
- titanforging/Warforging made all drops potientally competitive to heroic raiding or even further.
- Legendaries dropped from LFR content
Without these 2 things, theres litterally 0 point to doing LFR if your a Player who will create ur own group/raids or join them via the premade function / Guilds.
LFR is now statically 430 (Equal to M+0 and lower then Emissary rewards) your litterally better off gearing through +4 Mythic then you are participating in LFR.
trying t odo them even in the weeks of their release was appaulingly bad… LFR has been Super unpopular this expansion. and with that means All higher playing players etc etc Arent in LFR which makes it a complete Mess.
most LFR Raids fail and go through several waiting times of reforming before downing bosses, legit LFR In BFA is uptoo like a 4hour experience lol.
They either overincentivize LFR and Raiders are gonna moan about having to do LFR>
or they keep it irrelevent but optional for those who want it And its gonna be ignored by the vast qwuantity of players and those participating will likely end up not doing it due to the percieved difficulty.
LFR pop in BFA has been made of litterally Only players who litterally do no organised content at all 
and due to that Dont know Rotations and simply not practiced due to open world litterally have 0 Knowledge or Mechanical Requirements.
Normal Raidings too accessible for it to be relevent now
