Fix the world quests of BFA and Legion to allow creating group with the group finder!!

Why cannot queue for elite quests below 60?

Many quests can’t queue. World bosses in BFA -Legion . Elite quests too. Can’t use the ‘‘eye’’ find group option. Any reason this was removed?why you do this needless changes that only hinder gameplay UPDATE A Blue said they are working to fix and this is a bug!
