So they’ve partially “fixed” this:

Achievements

• Guilds can no longer earn faction-specific achievements that do not match the guild’s faction.
  • Developer’s note: This should fix the occasional achievement spam for Diplomacy, United Nations, Dungeon Diplomat, Pandaren Embassy, and Ambassadors.

Unfortunately that hasn’t fixed the associated guild chat spam showing everyone suddenly logging in or out en-masse. Although it does appear to have reset the achievement received dates back to their correct dates.
