Wasn’t the point of Varian not being able to be saved or seen in Shadowlands is because Gul’dan shattered his soul with fel magic? He pretty much messed him up that bad there isn’t anything to res or go to Shadowlands.
I think that’s why we didn’t see him in Shadowlands.
Canonically there aren’t many people worthy of ressurection. We didn’t get Tirion back for instance. We did see Varian briefly when he came out of the sword to do his Obi Wan “Use the Force” to Anduin.
Otherwise nobody would ever be dead and no death would have any impact - so Tirion’s death wouldn’t have meant anything as we’d just res him.
Of course the real reason for players being ressed is purely game mechanics like why gnomes run at the same speed as Tauren. It has to be this way for the game to function.
