Why would it stop? Takes a long time to fill up those character slots and you can always delete them anyway.

This is why we cannot have nice stuff. A few smarties find ways to abuse them and we all lose them.
As you said they will probably start preventing levelsynced players from joining BGs or stat-cap them.
Low levels are basically the introductory experience to new players and Actiblizzion will be damned if they let some guys with a complex scare away new cash cows.
