Same on Draenor , just broken event hope they fix it soon but at the moment i feel like its just waste of time
This issue was also reported on the US servers yesterday - and appears to be specific to some shards - most likely the more populated ones.
Unfortunately once a shard gets into a broken state it appears to be unable to recover till it’s reset - and this can lead the the event not even spawning in future hours.
There’s nothing CS can do to help - so there’s no point creating tickets - but I do encourage you to use the in game bug reporter to report any issues you encounter as the developers will likely make it a higher priority if they are made aware that it’s impacting large numbers of players.

We’re aware of this happening due to overcrowding issues and associated delays.
The advice from Furydin is correct, though in this case I can confirm it is already a top priority for the team, so hopefully we can get a fix out soon now!
Additionaly I logged for another hourly event and mobs spawn very slowly, its 46 min now no new boss spawn.
also myself in game and saw boss dont spawn after 100%
When fix this?

Same here EU shadowsong. Over an hour - now it even interferes with the next event not properly starting.
Nice that the only real new part that isnt time-gated after new patch is not working …

Just typical day when Blizzard launches another patch, they always must break something. No testing, no anything. Always alot of bugs.

I did the Scenario 2 Times today on a different Layer. The Sureki Champion did spawn and the NPCs did some follow up RP Stuff, but the Scenario never completed.
I get that Blizz is a Big Company and Bugs (especially on Patchday) can occur. But come on. Everytime. ^^
also My weekly quest dont get complete if boss dont up.
Same here. No boss in sight. At least I got some warbound gear.
Also super buggy on Draenor EU:
- Boss doesn’t spawn.
- Objective isn’t showing up for me either.
Same on Argent Dawn EU.
Boss doesn’t spawn, no way to complete the event (or the quests tied to it).
But additionally, it started with only the goal to kill the champion - there were no tasks to complete. The bar still did fill, which took about 30 minutes of killing mobs around the champion spawn point, but this feature seems to have a few bugs as well?

I am on Argent Dawn as well. I have done the event twice now… the first time we had a percentage bar that took a LONG time to get to 100%, and when it did finally get there, no boss. I tried group finder and the group I joined had a completely different experience… lot’s of mini-tasks, overall percentage on the event and - woohoo - a boss spawned at 100%. But before you get too excited and waste your time like I did - even after downed the boss, we still did not get credited for the event!
As a software developer, I would be shot, hung, drawn and quartered if I rolled out code this buggy - especially after the weeks it has been on the PTR

I know, right? I mean someone has messed up big time.
I love Blizzard but it feels like there is no Quality Control anymore. I just hope someone will fix this Code in the next few Days with a Hotfix and doesnt let us wait for the Maintainance next Week. 
There is no Q&A, they got rid of them under Bobby and any testing of this event, there was feedback given to the Dev’s but as always they knew better. I would be fired if I was in charge of this debacle but as always we will get the “We are aware and investigating blah blah” then a hot fix pushed probably late Thursday.

It’s the second time I’ve finished the event and killed the boss, and because of lag, the quest hasn’t registered as completed. What a huge waste of time.

Yesterday it was hours waiting for champion that didden’t show up. Today its blinking in and out.
Update Blizzard style …
