Expansion designing consists of three main steps: story and concept art, 3d and audio work, coding.
As we speak, story writers and concept artist are or are about to work on 12.0, 3d and audio artists are finishing 10.0 and are about to start or maybe they even started work on 11.0, only coders are working on 10.0
Legion story and concepts were done roughly 8-10 years ago. Like i said other day, the guy is unjustifiably criticized.

I seriously doubt thatâs true and BFA was a good example. The scenario of the trailer had been finalized before the events of Teldrassil had been written. The guys just decided that the Horde and Alliance would go at war again without deciding what the motive would be behind it. No wonder Sylvanasâ speech in the cinematic doesnât make sense with what sheâs done, since it was written after.
Another example of things not being finalized before an expansion is launched is the Stonewright in Shadowlands. Renathal tells us that she was a Primo-Venthyr like him, but then sheâs shown to be a previous Night Warrior which made absolutely no sense. So what did the writers do? They retconned it in the following patch, having the Curator tell Renathal that he made a mistake when he told us that the Stonewright was an original Venthyr like them. The problem? The Curator was amnesiac, which made it all very hard to believe to have been intended by the writers from day one
Legion launched in 2016, story and concept have been done minimum two years before that.
Doesnât mean every detail had been written and finalized. Besides, Danuser isnât the only one who took charge of Sylvanas, Copeland had a hand in it to and since you love dates so much, he had been in the leading lore dev team for years already.
There are gossips that one person who had to leave Blizz deliberately ruined Sylvanas. Is that true i donât know, i am not psychic nor do i have strings in Blizz 
Thereâs a difference between gossips and facts. Afrasiabi made Sylvanas a tortured soul but a strong character and a strategist still, Danuser split her soul between good and bad, excessively used villain bat during all of BFA just for the Ranger General to come back â with another personality than the one he gave her in « Dark Mirror » â and offer an unconvincing way out to the character
She may be sentenced when she die for real (And definitely).

It was something they covered at one of the Blizzcons, how the stories and ideas they come up with often arenât suitable for the next expansion and are revisited at a later point.
