Step 1: find a world quest that involves killing beasts
Step 2: instead of doing that WQ, skin every single mob people left behind
Step 3: profit!
Bonus: run a mission for crafting materials when you can.

You still would make more money if you sold the leather than if you used it to level up a legendary to rank 4 and try to sell it.
You have even quoted the part where I said you can only skin one beast before the body despawns and are wilfully ignoring it.
If it were a reasonable system the amount of leather/scales to make leather/mail armour should be drastically smaller to compensate how scarcer the materials are (in theory) to get ahold of.
