This is also how he overturned a ban for using an exploit because he had reported it to blizzard before the video ever existed.
This exploit needs 120s to boost your level 20 damage.
You will not suddenly see level 20s just be able to do super good damage solo just walking around.
footage exist still in youtube, clearly your memory fails you greatly if you think a lvl 19 twink can nuke a lvl 60 in naxx gear quick without kiting.
If you think getting a passive boost from azerite gear and a single on use trinket to a gearless 20 who then follows to do 200k dps is okay, then I can safely say you dont have many impulses firing in your command center

And now to your ramblings what you are failing to realise is that to do 200k dps as you say it took them time TO SET IT UP and it is 3 people versus 1 person and the level 20 as shown in the video can easily die if targeted at all.
Look at 0:42 for how easy it is to kill the level 20.

pvp scaling is just bad. You see different numbers than your enemy sees.
Lower ilvl people do more damage to you, and higher ilvl do less damage on lower people.
When you combine this idiotic system with a simple trinket buff as Asmon did when he tried this, his frost bolt damage showed like 144 on his screen but did 60k damage to the enemy 120.
