If you complete some of the quests for this achievement on an alt you will not get progress towards it on the other character. I went to the quest giver, talked to him and also tried using the waygate but neither of those added progress for that unlocked gate. This means I cannot complete the achievement as half has been unlocked on one character and half on another even though the actual gates are obviously unlocked for all characters.

It’s not achievement with account-wide progress. Its progress is per character only.
I don’t think you have understood. The point is that once you unlock it on ANY character you no longer get the quest for it on other characters. This means it is impossible to complete the achievement at all.
I’m experiencing the same issue. Did the first 4 gates on one character, and the others on another one because it had higher Renown.
Impossible to complete the achievement in this current state.
This needs to be fixed asap! Blizzard didn’t think this one through. Need confirmation that this is getting fixed in next patch!!
