probably because they’re keeping playable murlocs as a last resort to regain lost subs in the future.
if given to the alliance murlocs would immediately solve the faction imbalance, but devs would never do that, if they’ll ever be introduced they’ll go horde (putting a nail in the coffin of the alliance population)
this expansion, with nazjatar and the return of azshara, would have been the perfect occasion for a tribe of escaped slave murlocs to search for new allies in the races of the surface.

So were mechagnomes before they were actually implemented.

none of my ingame contacts have ever expressed an interest in mechagnomes (contrary to murlocs) i guess if you look online there must be always someone interested in something.
