It was said so at Blizzcon. Can’t be more confirmed than that.
I’d search for the q&a where Ion was asked about a possibility of an ilvl scaling system (or st similar) but I don’t really have the mood for it. He said that it would ruin the power progress of the players character and then all of a sudden it was implemented even without mentioning it in the update notes.
So nah, nothing is set in stone until the final product is out.

I doubt that unless they pull a fast one on us and actually make it happen because of etnicity inclusion which I have no issue with but I have an issue with it not fitting the lore at all of the wow universe.

This line is so confusing.
- If the narrator is the jailer, then he doesn’t sound like a troll at all, rather a regular person speaking into a bucket.
- If he’s the one who was supposed to take the jailer down and yet failed, then how can it be that the the jailer is chained?
