Problem with dummy is, the values are somehow completly diffrent. Modifiers seem to be buggy on dummy
Items that are nerfed by 75% in pvp should not be doing 20%+ of a damage breakdown. It is very clearly bugged.

Bugs going live, I can even understand…the rings were indeed nerfed last day before patch went live.
Same thing happened before ele rework during the patch before. It was working as intended (as in, not sending 5 flame shocks and 30 lava bursts at one target.
So, who know what exactly (and why) gets broken upon release.
However, no excuse for not hotfixing it and especially I am shocked that the follower dungeon que bug is still not fixed, giving perma cheat death to everyone in open world pvp.

Its useless for a lot of specs because it procs from actions per minute. So outlaw rogue big dam dam, sub rogue low dam dam.
How about you start reading properly. It’s trash for a lot of classes (like for demo it’s completely useless) and completely broken for high APM classes/speccs (outlaw, ww).

But rogue / disc is literally not even S tier anymore. But just above everything
It’s now basically 3 dps + heal Vs 1 dps 1 heal if you don’t play disc rogue in 2s
But someone Discs will now come screaming : BUTTTTT CLOOONEEEE WAAAAAH
had the same thing happen to me in Arena last night seems like the ring is only working for melee classes thou and not for casters only seen a combat rogue and monk using it so far and tons of rogues in bgs doing it 
It works for all classes who has high apm and multiple damage procs, not counting dots or pets - ele, ww, outlaw, fury, frost mage, fire
Tested it on mm yesterday, had 13-16% overall, probably because a lot of rf/volley ticks
Each gem did like 5% damage on my destro. So it’s bugged for all
ye does 10%-15% dmg on my boomy too. Should be nerfed
Iirc they removed pets from procs, fortunately I’d say otherwise that would be absolutely insane with spec with permanent 20 pets around.
A Thing I wonder is why, it’s always melee that is able to abuse any kind of pve item, but caster never had anything usefull beside healing trinket in bfa.
