New realm doesnt need transfers to. The people who are stuck in queue and below level 50 will jump on there and thats exactly for what its for.

Thekal is a fresh server too, so no difference.
There isn’t a lot of people in the zone under 50 now on thekal, except rerolls.
In popular areas like tanaris and co there is. More so than people in outlands.
Except that’s it’s 2 weeks old, people have money, items already sell for stupid prices, people have maxed out professions etc. So yes, slot of difference.

Let transfers happen from Thekal and perhaps Giantstalker. otherwise there are many that wont bother.
what you should do with this new server is to ONLY allow transfers for a limited time. and only from other FRESH servers. in addition you should lock the transfers to factions. so that when / if there comes an imbalances. the majority can no longer transfer to, untill the minority has catched up. this needs to be monitored. even if its some set parameters and the system automaticly applying these limits
perhaps offer bundle transfers to transfer all Characters on an account from Thekal to this one.
likewise, perhaps offer a Guild transfer where the guild master can sign up, if more than 50% / 60% accept then all those that accepted will be transfered in one single go. noone left behind (only those that decline)
had you opened this new server on day 2 of pre-patch limiting it to ONLY new character would be fine. but we are now reaching the end of week 2. way too late for new toons only. better to have Thekals allready existing population evened out a bit
keeping the FRESH servers as there own little cluster of realms IS the purpose. no transfers INTO that cluster is definately THE thing. in fact changing the 90 day limit to a 180 day limit may very well help these servers even more.
there is then the problem of bots. you need to keep on top of it.
The dungeon finder has something in common with it. Since people on low pop servers hardly have a chance to go to dungeons, they prefer to go to a mega server. With Dungeonfinder, more players would go low pop since they are not dependent on other players on the server. If you don’t understand that, then you are stupid.

There are no transfers, a whole faction would have to restart.
Hopefully with NO transfers (even Thekal), the faction balance on Jin´do will be more balanced (not sure how the balance is on Thekal currently)
It’s not the players fault, it’s Blizzard. It would not be a problem to provide 2 servers from the beginning, which will be merged later as soon as the numbers flatten out, then you have a healthy server without 10 hours of queuing and biadahin the players have fun too. Thecal1&2. But Blizzard fanboys can’t count to 2
