It kinda interesting. People treat the UI issue as it is an either or situation, when people don’t say “Remove it from the game”, but they ask for it to be an option to toggle back. Especially when it comes to stylistic choices I can see no reason for it not being a toggle.
So don’t read it as much as “I want A!” and “I want B!”, when what is really said is “I would want to chose between A and B”.
I personally see no reason why it shouldn’t be a choice between what is basically; ‘Coloured Comic Sans’ and ‘Muted Times New Roman’ UI options. So asking for it just makes sense, when both are already in the game-files and just need a toggle button implemented. It is one of those minor changes with big impacts comparably, it being UI after all.
Because sometimes in hectic fights I don’t notice I’m pressing the wrong button. When watching my actionbar it’s also much easier to see when I can press the next button if I don’t have to look at the castbar because it’s on the actionbar already. Saves me from having to look in multiple places.
That is because you are basing your assumptions on false premises that leaving multiple variances in game is free and costs nothing.
I have nothing agains it being a toggle, but there is an issue with it. Somebody has to maintain this part of the UI.
Let say we need another item in the menu. Now the designer needs to add two icons in two different types of menu, unit tests for states of both need to be implemented, QA needs to test all the combinations for both of it…
Maintenance of a variance of something in software will increase the amount of work needed and probability of new bugs by the power of those variances.
So if new feature is implemented to the game that touches this icon it would take
Now we have 1000h work of some team wasted on a toggle that won’t be put in other area of the game…
Like making a UI that actually works with the game without addons.
Not to mention this extra fluff will add to performance issues (even if by small margins)
I like new menu alot. They are too cute, right?
Haven’t logged in yet to see it. But I personally don’t even use the menus as everything has shortcuts. I’d remove it completely if I could, just screen clutter, and now bigger clutter.

TL;DR: I am pretty certain a toggle function would just add to the base UI, as it gives players more choice in how to experience the game in a subjective positive manner. The coding/design issue seems really overblown out of proportion.
Your assumption seem to be based on the false premises that this element would in the grand scheme of things cost a lot or everything.
Luckily we are talking UI icons, so:
if;A=yes, load 1
if; B=yes, load 2
Sure, a new button in the element itself would be some additional work in designing an extra button. Yet, I honestly believe a graphic designer and engineer can create one in less than a few hours, likely even less.
Then QA goes: I click toggle, it toggled over, new button works here as well, check.
So having the toggle button coded in is a lot more work than the upkeep work later on. Sure it a bit more work, but it is minimal - we are talking maybe a few hours per two or three years, when blizz changes their UI element design drastically.
Keep in mind, the element is one static unit, sure it can be edited (given more or less buttons), yet the toggle function will not affect the other elements outside this specific element itself. And then only in how it presented as a image in the UI on that element with some remapping adjustments. Basically, it is the same actual button, client side it is just told to load in overlay element A over B.
So, yeah, maybe I would grant you the design of an additional button could be annoying for a designer for a work day unit - I highly doubt it would cause a cascading effect where the client-side breaks totally and UI unravels, game crashes, and it takes the whole team hundreds of hours to address.
If that is the case - they really need to redesign the codebase they are using. As it will cause a lot more headache down the line.
Now if your argument is purely the: “If they start bloating the game with trivial misc, it will drown in code complexity - think of the children who will never see their parents as they got to work themselves to death fighting spagethicode!” I counter with: They know what they are doing, they are professional and such things I expect to be trival tasks for a professional in such a well funded system. I am certain they got a code well under map and control at this point. A bug with the element would and should now be easy to localise and fix. If not, they probably should rework it now, instead of later. So hey, the toggle button work and UI element swap could do even more good work down the line in saving them effort. As the groundwork to be able to change the UI icons would already be there, even if I presume they already did so with this current rework.

I just don’t understand why it’s not possible to make the whole thing toggable?? If addons can still bring back the old ui etc. it surely can’t be impossible right?
My assumption is based on 5 years of work in software development.
Making a requirement that any trivial change like this would require to be kept and toggled is going to lead to bloated interface.
Attitude like this is a reason we cannot have nice things.

My fav game of all time is a game from 2000s that was considered ugly and bad at a time and rated 2/5 in newspapers so I have nothing to defend my taste with.
