While yes they are removed from current content, you can still use Azerite gear/powers and essences in the old content and timewalking.
So to be fair they could allow Soulshape to be usable in cities or something like that

I think it depends on if convenant abilities are seen as afterlife abilities you canât use when you return to the mortal worldâŚ
My guess is that the covenant abilities will be changed to be unusable outside the Shadowlands once the expansion is over or they will be turned into cosmetic toys.
It will be restricted to its specific world just like before.
