Quoted from the recent Q&A:
There was a change that broke an addon that allowed players to talk cross-faction for RP reasons.
Cross-Faction communication has the potential for toxicity, but it’s very different when there is consent. If you are friends with someone or in a community, you can talk to them.
The team didn’t mean to break the addon, but can’t restore the functionality.
The team is looking at adding the Elixir of Tongues, allowing you to understand the opposite faction for an amount of time.

This may not mean that you can you can see emotes or other TRP profiles as that was unconfirmed. Hopefully there will be a link to the full Q&A so others can see it addressed in full themselves, and as it is a hotfix, they’re aiming to release it in a few weeks, so… keep on the lookout!

That’s not what they said. They will have a consumable that means you can see each others chat.

They also called it a hotfix. Regardless - it’s actually been released now, within the hour of them saying that. You’ll need to restart your game and go to the Underbelly in Dalaran, experimental potions vendor, and then you can understand the other factions chat. But it only works one way.
