To be fair not everyone has the bug, or if they do it’s not noticeable.
That’s weird, I have seen countless posts about this in EU and US and at least to me its very noticeable.

My hunter, for example, has this same stuttering behaviour on his BM spec. Every time I gain any buff while in combat as BM the game hangs, similar to the behaviour here. It’s gone unacknowledged or fixed since 8.1 despite quite a few people posting about it.
As you can imagine, getting these freezes every couple of seconds is insanely annoying and renders the character unplayable. However, a lot of people do not have this issue so it goes unmentioned.
Thank you OP for this… I was going insane,and had tried all the usual things,and i lost ALL my saved pet battle teams because i forgot deleting WTF folder is where the info is stored,not the interface/addon which i had backed up…
I also did NOT have an “Everyone” user in my security settings,but i just added it,and denied all,and it works…
Cant tell you how many times i have ridden over a cliff in Nazjatar because of the freezing…

There have been 3 patches since this started and was deemed by the staff as “a high priority bug”.
I’d hate to see the response time for low priority bugs.

Small update to WoW available now, just logged in and it seems to be fixed. Log out and in to update and it should be sorted
fixed for me aswell. took ages but they finally took a break from having fun at basement.
They fixed it.
Didn’t fix the enormous tootlip.log. Although it does get reset to 0 when you restart the game now.
This problem lag/freeze are not from the Game.
Simply, and worked now for 25+ people, it’s simply an addon are outdated.
So just try to uninstall one per one by twitch application, or uninstall all.
Since 8.1 Elvui are giving some problems in game, like Pixel Bug, etc, so try check and disable all addons.
I use now GW2 ui + plater nameplate + World quest tracker = No lag / freeze
When i use: Elvui+moncai compare + bagnon + vendor sell +dbm + gather mate 2 + titan panel + to much addons for me… = quest lag returning.

Not true. I had the same lag and stuttering as everyone here and i have zero repeat ZERO add ons not even a twitch sub. This fix worked for me while i waited for them to fix it.
If it keeps happening when they patch, im going to keep putting the tooltip and hotfix files in the corner and go back to using the wow.exe startup method to play because i cannot afford to replace my system parts.
(I just keep a shortcut to the folders and a shortcut to the startup exe on my desktop. The damn launcher allways stutters like hell for me anyway, likely because i didnt jump to win10 like everyone else these days lol)
For sure, is another problem so, it’s not the game.
I got 5 computers, 1 win7, 3 win10 and one w8. The windows 8 & 7 ( 7 no updates ) and 8 i block updates, wow working ( laptops ). Win10 are 3 table computer. One Computer is for gaming, the 2 others for work. No any Problem in any computer. The win7 Are from 2007 the computer, how we explain we don’t have any lag , problem, and you for sure you got a most recently config than this laptop and your pc are stuttering. I think is a computer problem ( update possible, you have a example, a mouse, and you dont have installed the driver. ) Another most of the examples, people have Nvidia card, and dont have Geforce experience, some problems with wow. Another example, but not for stuttering, a Keyboard can give us a Blue Screen, i think you know it, so most of possibilities…
Hello! Sorry if I’m reviving an old post but I’m currently running into the issue.
I’ve tried to find a the Tooltip file. Which file are you talking about? I can’t find the one you’re talking about! 
Any help would be greatly appreciated!
EDIT: I found a solution, though I’m not sure it’s universal.
I disabled every mod that I did not currently use or mods that I could do without to no avail.
However, after disabling Gear helper the bug was gone!
Be sure to check every addon that might affect your inventory!
