If I regret about the class I boosted in my account.
can I delete my boosted character and open a new boosted one?
or buy new boosted character after I deleted my previous boosted character?

You can try requesting a refund through a ticket, however this is not guaranteed.
If it’s denied, it’s not possible to buy a new boost for the same WoW license as it’s limited to 1 Dark Portal pass atm.
