Because of the way they designed the class, it’ impossible for other races, unless they make a big overhaul to the class, whic is not likely.

I don’t think it could work, since the paladins don’t have the jing-jang nonsense, they are purely Light-based. In the true lore I don’t know how this can be a real thing.

There is already a Void Elf Paladin in Telogrus Rift.
Could of made an awesome void knight version. But nope… Lets screw that and make it lore breaky and lame

Default light paladin for all races, void knight skin for all races.
From the old Wowiki:
" The Void is the cold, physical manifestation of the dark energies of the Shadow and grows from the absence of Light. It strives against the Light and consumes holy magic and twists its creative power."
And there were other times, when Blizz put in npcs like this, with no explanation, just for the moment, or simply by mistake, and these were the first and examples of their kind.
Correct me if I am wrong as well… But I have this memory that the void and the light colliding is what created the fell.
A holy void user is just very tricky lore wise
Fel is the representation of disorder as magic, and disorder is one of the driving forces in the universe, just like light and dark are.
Fel is the opposite of Arcane, as that one stands for order.
Void elves can use light, it’s officially canonized since the dark heart patch.

I think instead of asking for evokers to be available to more races, surely the simplest answer, that doesn’t require any kind of insane lore gymnastics and minimal new animation work from blizzard, is:
Give Dracthyr more visage form race options… They’ve now been among us for a while and have learned loads from the dragons themselves, surely they can choose to look like a different race that isn’t this bizarre male belf variant or human female one…

If we can have witchcraft masked as “druidism” (aka kul tiran druids) we can have undead druids (spore druids from DnD says hello!). 
Robots go against the theme however… but like, it’s possible.
